On September 16, 2025, at 7:24 PM, officers of the Blaine Police Department while on patrol observed a female known to officers to be ASHLEY LOUISE MILLER [DOB REDACTED], "Defendant" herein, driving a black Nissan Altima (MN/RJX725) northbound on University Ave, city of Blaine, county of Anoka. Police ran Defendant's license, confirmed she had a revoked driver's license and subsequently stopped the vehicle. Law enforcement confirmed Defendant's identity and her revoked status, and Defendant provided an expired insurance card for the vehicle.
Police observed Defendant to be moving a lot, that she appeared very fidgety and nervous and had visible scabs on her face and arms. Defendant also provided a nonsensical explanation as to her destination. Law enforcement recognized these signs as indicators of stimulant use. Officers were also aware that Defendant had been arrested three days previously for methamphetamine possession and burglary. A K9 Officer was requested to respond to the location. Defendant became more and more agitated and anxious and told officers she had used methamphetamine last night and had decided to quit and used the last of her meth.
The K9 officer then ran the canine partner around the vehicle and the dog alerted for the presence of narcotics. Officers searched the car and located a large torch lighter in the door and multiple narcotics pipes. A plastic food storage container was found under the front passenger seat that was within arm's reach of the driver and a small baggie with a crystal substance stuffed between the passenger seat and the center console. Inside the container were several empty baggies with white powder residue, two small baggies containing a white crystal substance and an additional baggie with an opened capsule with small orange beads.
All of the substances were later tested at the forensic laboratory and the white crystal substances were positive for methamphetamine and weighed 1.533 and 3.528 grams. The opened capsule with small orange beads was positive for amphetamine and weighed 0.331 grams.
