On July 26, 2025, at approximately 6:24 P.M., an officer with the South St. Paul Police Department observed a vehicle proceed through the intersection of Camber Avenue/Bridgepoint Drive and Concord Exchange South without a seat belt. Prior to this, the vehicle was observed by another officer to make lane and signal violations. A traffic stop was initiated and the vehicle pulled over and identified himself as WILLIAM RAYMOND HUFF [DOB REDACTED], herein the Defendant. While speaking with the Defendant, the officer observed the Defendant’s seat belt was now draped over his shoulder but was not fastened.
Officers observed the Defendant’s pupils to be very small. The Defendant’s license status came back canceled and the Defendant was placed under arrest. After the Defendant exited the vehicle, officers observed a bag of suspected methamphetamine on the driver’s seat, directly under where the Defendant’s left leg had been, which was collected for analysis. During the interaction with the Defendant, the officer observed the Defendant to be tensing his jaw muscles, consistent with the officers knowledge about methamphetamine use.
Officers searched the vehicle and located several items used in the ingestion of methamphetamine along with a bag containing white crystal-like substance on the floor between the middle row passenger seats. The Defendant was transported to the police department where officers initiated field sobriety tests. The Defendant performed the walk-and-turn test, during which the Defendant began in the wrong position and was unstable in that position. The Defendant raised his arms several times, swayed, and braced himself on the wall, all prior to starting the test.
During the test, the Defendant used his arms for balance several times throughout the test. The Defendant then performed the one-leg stand test. During this test, the Defendant was unstable, failed to count aloud, and used his arms for balance. A preliminary breath test was administered which yielded a 0.000 result. Based on the observations, a search warrant was drafted for the Defendant’s blood or urine. The warrant was signed by the Honorable Judge Luis Morales. The Defendant agreed to provide a blood sample, which was collected and submitted to the Minnesota Bureau of Criminal Apprehension for analysis.
The Defendant was read the Miranda Warning and he agreed to speak with officers. The Defendant admitted that both bags contained methamphetamine and that he’d “take the whole charge.” The substances were submitted to the Dakota County Drug Task Force for preliminary NIK testing. The first bag 2 19HA-CR-25-2023 Filed in District Court State of Minnesota 11/24/2025 located on the driver’s seat weighed 0.93 and tested positive for the presence of methamphetamine. The second bag, located under the middle row seat, weighed 9.99 grams and tested positive for methamphetamine.
