On November 25, 2025, a South Saint Paul Police Officer was presented with a non-compliance packet from the MN BCA for Defendant JAMES ROBERT HAYES [DOB REDACTED]. Prior to living in Minnesota, Defendant lived in the state of Iowa. Defendant was previously required to register as a predatory offender in Iowa and completed registration requirements of that state. Defendant committed a crime against a person in Iowa and was convicted on December 3, 2012, in court file #AGCR023408. When Defendant came to Minnesota, he was then required to register as a predatory offender pursuant to Minn.
Stat. 243.167, subd. 2(b). The non-compliance packet indicated the BCA had received returned mail of the address verification letter from the registered address. On September 30, 2025, Defendant submitted a Change of Information form and registered at an address in South St. Paul, Dakota County, MN. Due to failing to initial all duties of registration, the BCA sent another verification letter to Defendant on October 14, 2025. It was returned, unable to forward, on October 28, 2025. Officers spoke with an individual at Defendant’s last registered address, and they would not affirm or deny involvement with Defendant.
An officer went to another listed address of Defendant, a group home. The officer spoke with a staff member who advised that Defendant had “relapsed 3 weeks ago and got kicked out.” Officers called Defendant’s listed phone numbers and left messages. Defendant did not pick up or respond. Officers also checked with his past contacts and addresses in Albert Lea but were unable to locate Defendant. Defendant is in custody in Ramsey County. As a result, the State asks that a warrant issue here because a substantial likelihood exists that Defendant would not respond to a summons.
