On November 1, 2025, officers of the West Saint Paul Police Department responded to a report of an assault near a business in the City of West Saint Paul, Dakota County, Minnesota. Officers arrived and spoke with Victim 1 who reported that she had been assaulted, needed an ambulance, and did not know where the individual was who assaulted her. Officers noted that Victim 1 had a three to four inch bruise on her forehead that was red and purple and swelling. Officers also noted that Victim 1 had a deformity on her wrist and was holding that area.
Victim 1 was transported to the hospital and later reported that she had received a fracture to her finger. Victim 1 also provided a statement that she had been at the business to meet an individual to repair her vehicle and that an individual that she knew and who was later identified as Ziaul Haq Halimzai, born on [DOB REDACTED], had been the one to assault her. Officers located Mr. Halimzai nearby and Mr. Halimzai stated that he had known Victim 1 for three years and was romantically involved with her.
Mr. Halimzai stated that Victim 1 had informed him that she was going to have contact with another man and Mr. Halimzai came to the business, told the other man to not have contact with Victim 1, and then got into the vehicle with Victim 1. Mr. Halimzai then stated that he wanted to see Victim 1’s phone regarding her contact with the other individual and when he reached for her phone, Victim 1 began fighting with him. Mr. Halimzai stated that he then swung his left arm out with a firm fist to push her away from him.
Mr. Halimzai demonstrated this for officers as well and stated that when he did this Victim 1 grabbed his hand and bit it. Officers noted some bruising on Mr. Halimzai’s hand.
