On September 5, 2025, at 12:42 A.M., an Apple Valley police officer was on routine patrol northbound on Galaxie Avenue in the City of Apple Valley, Dakota County, Minnesota, when he observed a vehicle in front of him turn from the left turn lane from northbound Galaxie onto westbound 152nd Street West. The vehicle then moved from the left turn lane onto northbound Galaxie Avenue once again. The driver of the vehicle did not signal the lane change from the turn lane back to the lane of travel on Galaxie Avenue.
The vehicle was in the center of the intersection at Galaxie Avenue and 152nd Street West when it began to change lanes and then activated its turn signal. The vehicle then turned eastbound on 152nd Street West. The driver of the vehicle then accelerated to 40 miles per hour in a 30 mile-per-hour zone on 152nd Street. The officer activated his patrol car’s emergency lights north of 157th Street West. The vehicle did not stop and pulled into a parking lot and continued driving in the parking lot and pulled into a parking spot.
An individual, later identified as the above-named defendant, Montrose Lamar Ray, exited the vehicle and began to walk away toward an apartment. The officer told the defendant to get back into the vehicle, but the defendant continued walking away. The defendant told the officer in slurred speech that he was going inside. The officer grabbed the defendant’s left arm in an attempt to place it behind defendant’s back. The defendant began to pull away from the officer and placed his right hand in his own front pocket.
The officer was concerned about what the defendant could be reaching for in his pocket. The officer detected the odor of a consumed alcoholic beverage on the defendant’s breath. The officer continued to attempt to place the defendant’s hands behind his back to handcuff him, but the defendant began walking back toward the vehicle that he had been driving. The officer told the defendant to place his hands behind his back or he would escort him to the ground. The officer then put the defendant in a “bear hug” and escorted the defendant to the ground.
The officer sat on top of the defendant on the ground until additional officers arrived. Once at the Apple Valley Police Department, the defendant performed sobriety tests. The 3 19HA-CR-26-3 Filed in District Court State of Minnesota 1/2/2026 defendant then submitted to a Data Master Test, which indicated he had an alcohol concentration of.17. Five pills identified as Percocet were in an acetaminophen over-the-counter pill bottle in the vehicle’s center console. The pills were later identified as 325 mg of Acetaminophen, 5 mg of oxycodone hydrochloride, available by prescription only.
