On November 1, 2025, at approximately 10:04 P.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, on a report of two individuals who had been previously trespassed that slipped through the door when a resident exited the building. As law enforcement went through the building, an officer observed a male look through the glass partition of the door to a stairwell on the third floor then step back from the glass to hide himself. The officer observed another male, later identified as JON MICHAEL FLOWERS – [DOB REDACTED], sitting on the stairwell.
When the officer opened the door to the stairwell, FLOWERS stood up and began running up the stairs. The officer gave FLOWERS commands to stop and pursued him. The officer caught up to FLOWERS as they approached the fourth floor. FLOWERS struggled and fought with police as they attempted to detain him. Once FLOWERS was secured in handcuffs, he stopped responding to police and went unconscious but was breathing. Police requested that medics respond to attend to FLOWERS. Police attempted to search FLOWERS, but he would contort his body to pull away from the officer.
An officer removed FLOWERS’s shoes and observed an unusual bulge in his socks. As the officer began pulling the object out of FLOWERS’s socks, FLOWERS pulled his feet away, seemingly in attempt to not allow the officer to find the objects. The officer removed three plastic baggies of suspected narcotics from FLOWERS’s socks. Presumptive testing was conducted on the suspected narcotics with the following results: Item 1 contained three separate bindles. One of the bindles yielded a positive result for methamphetamine with a net weight of.31 grams.
Item 2 contained three separate bindles. One of the bindles yielded a positive result for methamphetamine with a net weight of.09 grams. Item 3 contained seven separate bindles with a total net weight of.99 grams with packaging. The following information is offered for purposes of Rule 6.02. FLOWERS is pending sentencing on a charge of Second Degree Burglary in Ramsey County District Court File No. ••-CR-••-••••. FLOWERS was previously found incompetent. FLOWERS failed to appear for a review hearing on January 9, 2026, and a warrant was issued for his arrest.
