On November 4, 2025, an officer was on routine patrol in the City of Inver Grove Heights, County of Dakota, State of Minnesota. The officer conducted a traffic stop for speeding. The driver was identified as Keith Dewayne Bruce [DOB REDACTED] (hereinafter Defendant). The Defendant’s eight-year-old child was lying across the back seat. The Defendant’s Minnesota driver’s license came back as “REVOKED”. The officer immediately noted the odor of an alcoholic beverage emanating from the vehicle. The officer observed that the Defendant was slurring his speech and his eyes were bloodshot and watering.
The officer asked the Defendant to step out of the vehicle. The Defendant was unsteady on his feet and had a hard time maintaining his balance. The officer could smell alcohol emanating directly from the Defendant’s person during the interaction. The Defendant denied consuming alcohol and stated he had just picked up his minor child. The Defendant agreed to undergo field sobriety testing on scene. The Defendant performed poorly on the field sobriety testing. The Defendant was placed under arrest and transported to the Inver Grove Heights Detention Center where he was read the Minnesota Implied Consent Advisory.
The Defendant refused to provide a breath sample when requested. The Defendant has at least three prior qualified impaired driving incidents in the previous ten years. These incidents are being used to enhance the current charge.
