On 01/22/2026, at approximately 1722 hours, City of Nisswa Police Officer Lucas Borgerding was dispatched to a report of a physical domestic at a residence located on Clark Lake Road, city of Nisswa, Crow Wing County. While enroute, Crow Wing County dispatch advised that the reporter, HMM (fully identified in police reports) stated her husband, Joel Dixson Meyer [DOB redacted] (hereinafter, Defendant), had strangled her during the assault. Officer responded to the residence and located HMM sitting on the couch.
HHM advised officers that Defendant was upstairs. Officer Borgerding went upstairs where Defendant was located. Officer Borgerding advised Defendant that the officers were there to investigate a disturbance. Defendant advised the officers that "there's nothing going on." Officer Borgerding advised Defendant that he would like to have him sit and speak with him further. Defendant did not comply, and officers had to temporarily detain Defendant in handcuffs. Officer Borgerding then went back to speak with HMM, who stated that she and Defendant are married.
On this date, Defendant was mad at HMM. HMM was downstairs, seated on the couch, watching TV. Defendant came down, and they began arguing. HMM could not recall what Defendant was mad about. HMM stated that when the Defendant is mad at her, he "tries to choke" her. On this date, Defendant placed his two hands on HMM's throat which caused HMM's breathing to be somewhat restricted. She stated that she could still breath, but described it as "tight". HMM denied losing consciousness, but she had to fight Defendant to get him off her.
While Defendant was strangling her, HMM said she was thinking, "I have loved this man for 40 years, and he's trying to kill me". Defendant then threw the chair. HMM stated that this has been the third or fourth time that Defendant has strangled HMM in the last six months, the most recent time having occurred approximately three weeks ago. During that prior assault, Defendant strangled HMM and held her against a whiteboard. HMM stated that both she and Defendant had consumed alcohol on this date. HMM said she had approximately two drinks and that Defendant started drinking alcohol at approximately 1500 hours and she believes he had consumed more alcoholic beverages than she did.
Defendant denied physically assaulting HMM. Defendant was placed under arrest and transported to the Crow Wing County Jail.
