On March 18, 2024, an officer with the West Saint Paul Police Department was dispatched to a pharmacy for a big box store (pharmacy) located on the 1600 block of Robert Street South, in West Saint Paul, Dakota County, Minnesota, on a report of a forged prescription. Upon arrival, the officer spoke with a pharmacist. The pharmacist reported that a female dropped off a printed prescription a few days earlier – on March 15, 2024. The prescription, dated March 15, 2024, was for oxycodone. Oxycodone is a Schedule II controlled substance.
The prescription was for “Blanche L Eaton” with a date of birth of 2/20/1990. The person who brought the prescription advised that they were Eaton’s mother. The pharmacist advised that they called the prescribing doctor’s office. A few days later, the doctor’s office responded and informed the pharmacist that they no longer issue printed prescriptions and that all prescriptions are now electronic. The doctor’s office confirmed that the prescription was fraudulent. The officer reviewed surveillance footage of the incident.
The officer saw the person who try to pass the fraudulent prescription arrive in a motor vehicle. The officer ran the vehicle’s license plate and learned that the registered owner of the vehicle was STEPHANIE TRAVETTA MORELAND [DOB REDACTED]. The officer viewed an image of MORELAND’s driver’s license photograph and confirmed she was the person who presented the forged prescription. On June 1, 2025, an officer with the West Saint Paul Police Department was dispatched to the pharmacy. Dispatched advised that the caller from the pharmacy advised that someone was trying to obtain oxycodone with a fraudulent prescription.
Upon arrival, the officer spoke with a pharmacist. The pharmacist advised that a person, claiming to be “Ronnie Jones”, brought in a prescription for oxycodone. The pharmacist advised that the prescription script was flagged as a “fake patient” in their system. The pharmacist reached out to the hospital that provided the prescription, who advised that they had no record of “Ronnie Jones”, the prescription, or the listed provider who apparently approved the prescription. 2 19HA-CR-26-306 Filed in District Court State of Minnesota 3/3/2026 The officer reviewed surveillance footage of the incident.
The officer reviewed an image of the suspect, who appeared to be the same person – MORELAND – who tried to pass the fraudulent prescription in March 2024. During the ensuing investigation, another officer ran MORELAND’s information and learned that she was listed as a suspect in several prescription forgery cases in Minnesota. The officer also learned that a possible alias for MORELAND was “Stephanie T. Eaton”. Based on his review of surveillance footage, the officer believed MORELAND was the person who presented the fraudulent prescription on June 1, 2025.
