On November 16, 2025, at approximately 2:11 A.M., officers received a call regarding a suspicious vehicle at a warehouse in Lakeville, Dakota County, Minnesota. The reporting party was a security guard who had tried to speak to the driver and reported that he believed the driver had pointed a gun at him. Officers arrived and located a vehicle parked in the lot matching the reporting party’s description. The vehicle was running, and the driver was slumped over in the driver’s seat. Officers activated their lights and tried to wake the driver, but the efforts were unsuccessful.
The vehicle’s doors were also locked. After exhausting other methods to try and wake the driver, officers broke the back window of the vehicle. The driver awoke but would not follow commands to open the driver’s door. Officers observed that the driver did not react to the officers around her car and appeared to be in an impaired state. Two different pepper balls were deployed into the vehicle before the driver followed commands and opened the door to the vehicle. The vehicle was searched, and a firearm was not located.
The driver was identified as NYAKAN DEN CHUOL [DOB REDACTED]. Officers obtained a warrant for a sample of CHUOL’s blood, which was drawn at 4:08 A.M. After CHUOL was advised that refusal to comply with the warrant was a crime. The blood sample was later tested at the Minnesota Bureau of Criminal Apprehension, which revealed that CHUOL’s blood alcohol concentration was 0.153. CHUOL has two prior DWI convictions from February 21, 2020, and July 26, 2023. Additionally, CHUOL’s driver’s license was revoked after an impaired driving incident that occurred on February 18, 2024. Given the serious nature of this charge and inherent risk to public safety, a warrant complaint is requested so conditions of release can be established.
