On May 1, 2026, at approximately 8:10 P.M., Officer Hook responded to Northern Heights Apartments at 2251 26th Street NE, in Rochester for a report of a robbery that had just occurred. Hook made contact with the victim [NAME REDACTED] had been selling a pair of Bottega shoes and pink Hell Star shorts on behalf of his brother. The door to the building had been propped open. The victim came downstairs with the items and was met with two men whom the victim [NAME REDACTED]. One of the men walked past him, so the victim turned to the second male who entered.
At that point, the male who had walked past him "jumped on him from behind and grabbed him," holding his arms so he could not move. The second male, still standing in the doorway wearing a silver and grey hoodie with black pants, pulled out a gun. The male holding the victim then threatened the victim and directed him to turn over the items. When the victim saw the gun he complied, turning over the shoes and shorts. The victim described the gun as having both a beam and a flashlight attached. The victim went on to describe four males total involved in the robbery.
He estimated the value of the items at $200 for the shoes and $60 for the shorts. Hook then called the victim's brother, who described his contact with a purchaser for the shoes and shorts. After they agreed upon the $260 price, Victim's brother asked for the buyer's location and they provided an address of [ADDRESS REDACTED] NW. Hook then spoke with the property manager and observed surveillance footage of the incident. A black Toyota Camry enters the parking lot just before the suspects are seen entering the building.
The sequence of events matched up with the account provided by the victim. Hook then spoke with the initial caller, a third party witness, who saw two individuals wearing face masks approach the complex as one of them handed a gun to the other. He observed them walk around the parking lot before approaching a dark- colored sedan and speaking with someone near it. After that, they ran toward the entrance of the building. The witness did not see the robbery itself. 3 ••-CR-••-•••• Filed in District Court State of Minnesota 5/22/2026 Detective Bottcher was assigned to this case and took photographs of the suspects from Officer Hook.
Bottcher consulted with a reliable source of information known to him that confirmed that one of the suspects in the photograph was Aflah Abdikadir Cisman [DOB REDACTED]. Bottcher obtained Aflah's driver's license photo and confirmed that he strongly resembled the person in the photo. Using the cell phone data of a known close associate of Aflah, provided by consent, Aflah's contact information was obtained. Detective Bartsch was able to determine that Aflah's phone was within 5 meters of the robbery at the time it occurred based on a T-Mobile historical data warrant return.
