On November 29, 2025, a South Saint Paul Police Officer was on routine patrol and conducted a query of license plate MN/RNJ770 on a pickup truck driven by a white male with glasses. The vehicle came back registered to Defendant LARRY ZACHARIAS CLARK [DOB REDACTED], who appeared to be the driver of the truck. Defendant had numerous warrants from the state of Georgia, but none were extraditable. The officer visibly confirmed that Defendant was the driver using his Georgia DVS photo. Defendant registered address was in South St. Paul, MN. Defendant was convicted of Child Molestation in the State of Georgia on June 30, 2004, in Tift County #2004CR127. The conviction required him to comply with lifetime predatory offender registration.
Defendant last completed registration on April 24, 2024, with a primary address in Georgia. In that registration, Defendant acknowledged that he must notify the sheriff’s office 72 hours prior to any change in address. A citizen statement for sex offender address verification stated that Defendant moved from his registered address in Georgia on May 15, 2024, to an unknown address. Defendant did not notify the sheriff’s office and has not registered a new address. Defendant is listed as “ABSONDER” on Georgia’s Bureau of Investigation – Sex Offender Registry.
On December 4, 2025, an officer located Defendant driving in the City of South St. Paul, Dakota County, MN. The officer observed traffic violations and conducted a traffic stop. Defendant was the driver, and his wife was in the passenger seat. Defendant was arrested for failing to register as a predatory offender in the State of Minnesota. In a Mirandized statement, Defendant admitted that he had been living in Minnesota since about May 2024. Defendant knew he was supposed to register but was waiting to get his new license.
Defendant was living in Minnesota for approximately 18 months without completing required sex offender registration. Defendant gave consent to search his vehicle. When the officer asked where a weapon was in the vehicle, he responded that it was in a black bag between the seats. Officers located a black bag. Inside the bag was a firearm, a black pistol, loaded with 14 rounds. Defendant does not have a permit for the firearm. Defendant’s conviction for Child Molestation is equivalent to a crime of violence in the State of Minnesota.
Defendant also has a conviction for Possession of a Firearm by Convicted Felon, entered on February 1, 2024, in Berrien County #23-CR-00285. 2 19HA-CR-25-2081 Filed in District Court State of Minnesota 12/5/2025 Defendant is in custody.
