On or about March 29, 2026, officers from the Lino Lakes Police Department were dispatched to a residence on a report of a domestic disturbance in progress. The caller, a juvenile fully identified in the reports, “Victim” hereinafter, informed dispatch that his mother’s boyfriend was trying to stab him with a knife. Dispatch could hear a male and female yelling, and the male was threatening to kill someone. Officers arrived and made contact with Victim, who reported his mother and her boyfriend RAYVAN LAMONT HART [DOB REDACTED], hereinafter the “Defendant,” had just fled in a blue SUV. Victim [NAME REDACTED] told his mom he did not like Defendant because the Defendant threatens her and puts his hands on her.
The Defendant then came downstairs and approached Victim, stating, “we can do this shit right now,” and “I am going to fuck you up.” Victim reported that the Defendant acted as though he was going to punch him. Victim and Defendant then began exchanging blows. Victim [NAME REDACTED] who crashed into the coffee table, and the two continued to fight on the ground. During the fight, Defendant yelled multiple times, “you’re dead.” Defendant then got up, went into the kitchen, and grabbed a large steak knife.
He then chased after Victim [NAME REDACTED] in hand. Victim [NAME REDACTED], locked himself in his mother’s room, and called 911. Officers located and stopped the vehicle and placed Defendant under arrest. Defendant stated that Victim [NAME REDACTED] attacking him and fled when Victim pulled out a knife. When confronted about screaming at Victim [NAME REDACTED] is dead, Defendant stated, “I know.” Officers spoke with Victim’s brother, who was present during the incident. Victim’s brother confirmed the two were fighting and that the Defendant retrieved a large knife and ran after Victim [NAME REDACTED].
