On September 8, 2025, an officer with the Inver Grove Heights Police Department was asked to speak with staff at Kremer Spring & Alignment located at 1095 50th Street E in Inver Grove Heights, which is within Dakota County regarding a report of a past theft. A Kremer Spring staff member reported that he had noticed missing scrap metal and that security footage from August 26, 2025, and September 1, 2025, showed a man taking car parts and scrap metal from behind the business’ gate. The suspect was observed in the security footage to be driving a vehicle with the license plate YCB5682. The officer made contact with the registered owner of the vehicle, who informed the officer that he had sold the vehicle to Jesse Allan Jackson [DOB REDACTED], hereinafter “Defendant,” two years ago.
The officer then verified that Defendant was associated with the vehicle and subsequently called Defendant. Defendant and the officer spoke on the phone, and Defendant confirmed that he did work a “route,” with other people and stated that he was under the impression that he was allowed to take scrap metal from businesses. Defendant stated he would not return to the businesses and hung up on the officer. The officer reviewed the security footage from Kremer Spring, and in doing so found that Defendant could clearly be seen on camera taking what appear to be brake rotors, as well as a catalytic converter and loading them into his vehicle.
Defendant was not given permission to take any items from Kremer Spring and all the items that were taken were stored behind a fenced in area. Kremer Spring reported that the stolen catalytic converter had been removed for a vehicle for service and was to be re-installed. Due to Defendant taking the catalytic converter Kremer Spring incurred a loss of $3,309.65. The value of the other car parts and scrap metal taken is unknown at this time.
