On April 14, 2026, at 1246 hours, Maplewood police officers took a report of shots fired. The complainant, RB, [DOB REDACTED], reported that he was driving southbound on Rice near Roselawn in Maplewood, Ramsey County, when a gray SUV, a Chevrolet Equinox, with partial place similar to TE849, was driving slowly. RB sped around the vehicle. The vehicle then drove up next to him. The other vehicle was occupied by a male driver wearing a mask, a light-skinned black female in the front seat passenger seat, and 3 other passengers in the back.
They exchanged words. The Equinox turned into [ADDRESS REDACTED], stopped by the Burger King, and someone in the vehicle fired off a round at RB’s vehicle. The vehicle left and went eastbound on Larpenteur. RB followed in his vehicle into St. Paul where someone in the vehicle fired 8-9 more shots toward him. The bullets did not hit RB or his vehicle. Based on surveillance video and witness statements, the shots appeared to come from the rear passenger seat of the suspect vehicle. Police recovered spent casings at both shooting scenes.
The fired casings displayed similar characteristics indicating that they had been shot from the same gun. Investigation revealed that the suspect vehicle was a gray 2018 Chevrolet Equinox registered to Riniyah Brinique Allen, [DOB REDACTED]. Allen matches the description of the female in the front passenger seat of the vehicle during the shootings. On April 15, 2026, Eden Prairie officers stopped the suspect vehicle. Allen was the driver and sole occupant of the vehicle. Police did not recover a firearm on her person.
A search of the vehicle did not produce a firearm. In a post-Miranda interview, Allen said that her vehicle had been stolen at the time of this incident. She said that her vehicle is stolen all the time and then just gets returned, so she did not worry about it, and she did not report it stolen right away. She then stated that later she reported it stolen to the St. Paul Police on a website. St. Paul has no record of that vehicle being reported stolen during the relevant time. In jail calls placed by Allen, she is heard talking to a female friend.
She told the friend to tell “Tou” that she loved him. She said that Tou somehow knew not to be out with her doing Door Dash in Eden Prairie, which was good. She told the female to tell Tou to make sure he “takes out the trash” and to “handle his business.” She told the female that the police took her phone. The female asked if there are photos of her with guns on her phone. Allen lowers her voice and asks the female why she is asking her that while in this call. The female said because the police will go through it.
Allen replied, “yeah, yeah, I’m fried.
