On April 10, 2026, at approximately 1:15 A.M., an officer with the West Saint Paul Police Department stopped a motor vehicle on Highway 52, West Saint Paul, Dakota County, Minnesota. The officer stopped the motor vehicle because it was traveling above the posted speed limit. After the vehicle stopped, the officer approached the vehicle and spoke with the driver and sole occupant, later identified as DAVID IGNACIO ESTRADA CARRILLO ([DOB redacted]). While speaking with ESTRADA CARRILLO, the officer noticed two bottles inside the motor vehicle.
The officer also noticed ESTRADA CARRILLO exhibit sluggish movement and slightly slurred speech. The officer collected ESTRADA CARRILLO’s identification and returned to his squad vehicle. The officer ran ESTRADA CARRILLO’s information and learned that his driver’s license was revoked. Once backup arrived, the officer reapproached the vehicle. Once there, the officer asked ESTRADA CARRILLO to exit the motor vehicle. ESTRADA CARRILLO complied. While speaking with ESTRADA CARRILLO outside of the motor vehicle, the officer noticed that ESTRADA CARRILLO had watery eyes that were slightly bloodshot – indicators of possible impairment.
Based on the bottles inside the motor vehicle, the officer asked ESTRADA CARRILLO if he had anything to drink. ESTRADA CARRILLO responded: “Maybe about 2 of those but earlier.” Once ESTRADA CARRILLO provided proof of insurance, the officer asked him if he would perform field sobriety tests. ESTRADA CARRILLO replied that he would. ESTRADA CARRILLO performed two field sobriety tests. The officer noticed signs of possible impairment on both tests. At the conclusion of the tests, the officer asked ESTRADA CARRILLO if he would provide a preliminary breath test.
ESTRADA CARRILLO agreed. The preliminary breath test revealed the presence of alcohol. The officer arrested ESTRADA CARRILLO. During a search of ESTRADA CARRILLO’s person, the officer located a bag containing a substance in ESTRADA CARRILLO’s pant pocket. The substance inside the bag field tested positive for the presence of cocaine, a Schedule II controlled substance, and weighed approximately 0.29 grams. 3 19HA-CR-26-519 Filed in District Court State of Minnesota 4/13/2026 The officer transported ESTRADA CARRILLO to the police department.
Once there, ESTRADA CARRILLO agreed to provide a breath test with the DataMaster DMT. The breath test revealed an alcohol concentration 0.10 at approximately 2:51 A.M.
