On November 21, 2025 at approximately 9:19 P.M., Officer Birkner was on routine patrol monitoring traffic near Kwik Trip, located at 617 Buchanan street, in the City of Anoka, County of Anoka, State of Minnesota, when he observed a vehicle, MN license TBA853, enter the parking lot. Officer Birkner ran a routine check on the license plate and the registered owner, MICHAEL WILLIAM CURTIS, [DOB REDACTED], the defendant herein, had a driving status of canceled inimical to public safety as well as a felony warrant in Scott County.
Officer Birkner viewed the DVS photo of the defendant and observed him walk out of Kwik Trip and enter the driver’s seat of the vehicle. Officer Birkner observed that the physical characteristics viewed in the photo matched the defendant in the vehicle. Officer Birkner got behind the vehicle and initiated a traffic stop after it left the gas station. The defendant was advised that he was under arrest for the warrant and admitted to not having an ignition interlock device in the vehicle. A routine record check confirmed that the defendant’s driver’s license is canceled inimical to public safety and has a restriction that an ignition interlock device must be utilized.
The defendant was arrested and transported to the Anoka County Jail for booking. The above facts constitute the Complainant’s basis for believing that the above-named defendant on the 21st day of November 2025, in the City of Anoka, County of Anoka, State of Minnesota, there did commit the above-named offense(s).
