Your complainant, a Detective with the Anoka Hennepin Narcotics and Violent Crimes Task Force, has been conducting an ongoing narcotics investigation into TORY WILLIAM HIRSCH, DEFENDANT herein, since May of 2025. In Summer of 2025, through electronic and physical surveillance, your complainant connected DEFENDANT to the Public Storage Facility located at [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota. Your complainant learned in October of 2025 that DEFENDANT had closed his account for storage [APT REDACTED] on August 28. However, phone pings for DEFENDANT frequently still placed him in that area.
On October 14, your complainant leaned from staff at Public Storage that an individual matching DEFENDANT’S description was seen at the facility that day. They provided photos of the male and his vehicle, which your complainant observed and noted they appeared to match DEFENDANT and his vehicle. Staff reported they believed DEFENDANT accessed [APT REDACTED] due to the access code used by DEFENDANT. That unit is also registered to a D. W., who is a known associate of DEFENDANT’S. Your complainant has observed the two together during surveillance and knows D. W. Is a top caller from DEFENDANT’S phone records.
Your complainant obtained a search warrant for [APT REDACTED] at Public Storage. This warrant was executed on October 21, 2025. During a search of the storage unit, detectives recovered: - Four boxes of various types of firearm ammunition on top of a storage tote; - Two handgun style firearms; - A container holding.075 gram of field tested positive methamphetamine; - Paperwork in DEFENDANT’S name - A plastic food container holding 16.06 grams of field tested positive methamphetamine Your complainant subsequently obtained video surveillance from Public Storage from October 5 to 16. The video showed DEFENDANT arriving at the storage facility on many occasions.
He would carry various items from his car to the elevator, where he ascended to the second floor where [APT REDACTED] is located. When DEFENDANT is leaving, he is carrying different items than when he arrived. DEFENDANT was arrested on January 4, 2026. In a post-Miranda statement, DEFENDANT often changed his statements. He initially said he had a storage unit but denied keeping anything in it. He then said he kept various items inside like clothing and tools. He admitted to accessing a unit registered to DW. He said his DNA might be on the guns because he was in the unit so much, but denied seeing guns.
He initially denied handling guns, but then said if he did, he didn’t remember doing it. DEFENDANT was not charged in custody due to investigative reasons. When DEFENDANT was released from custody, he was placed on EHM due to being supervised on other matters. The ankle monitor data showed that in March of 2026, DEFENDANT was frequently going to Extra Space Storage Facility located at [ADDRESS REDACTED] North in Brooklyn Park, Hennepin County, Minnesota. Your complainant had received independent information that DEFENDANT had resumed dealing and had received orders to conduct electronic surveillance of DEFENDANT’S phone and car.
