On November 5, 2025, at approximately 7:38 P.M., Troopers with the Minnesota State Patrol responded to a single-vehicle rollover crash near the intersection of Interstate 494 and Pilot Knob Road, in Eagan, Dakota County, Minnesota. Upon arrival, an assisting officer with the Eagan Police Department located at male, later identified as FONG CHENG [DOB REDACTED]. CHENG had been located running in the highway. While detaining CHENG, the Eagan officer asked CHENG if he had used any methamphetamine. CHENG replied in the negative, but also replied that he had been using cocaine before the crash.
CHENG also advised that there was cocaine inside the vehicle. CHENG was transported to the hospital. Once there, a Trooper applied for and obtained a search warrant for a blood draw from CHENG’s person. After the search warrant was obtained, a nurse collected a blood sample from CHENG’s person. The Minnesota Bureau of Criminal Apprehension (BCA) analyzed the blood and determined that it contained cocaine, a Schedule II controlled substance, and benzoylecgonine, a metabolite of cocaine. Meanwhile, an assisting Trooper went to the crash scene.
The Trooper spoke with a motorist, who had stopped after the vehicle crashed. He approached the driver, who ran onto Interstate 494. During a search of the vehicle, the Trooper located a substance in the center console. The Trooper also located a plastic baggie that contained a rolled-up piece of U. S. Currency and powder. Later, the Trooper analyzed the evidence recovered from the vehicle. The substance weighed approximately 3.0 grams without packaging. The powder weighed approximately 1.1 grams without packaging.
Both substances also field tested positive for the presence of cocaine, a Schedule II controlled substance. The BCA analyzed both substances and confirmed that they contained cocaine. The BCA weighed each item, with one item weighing 3.004 grams, plus or minus 0.022 grams, and the other item weighing 1.011 grams, plus or minus 0.022 grams.
