On January 23, 2026, at 10:12 P.M., an Eagan police officer observed a vehicle in the City of Eagan, Dakota County, Minnesota, make a sudden U-turn and drive quickly back through a business parking lot it had just exited in what the officer believed was an attempt to avoid him. The officer observed the vehicle continue to drive through the parking lot at a higher rate of speed than normal and appropriate. The officer was eventually able to get behind the vehicle. The officer followed the vehicle down Cliff Lake Road to Cliff Road, where it moved into the left lane without signaling the lane change and stopped at a red turn light.
After stopping at the turn arrow, the driver activated the vehicle’s left turn signal. The officer then activated his vehicle’s emergency lights. The officer approached the vehicle on foot and the driver of the vehicle, later identified as the above-named defendant, began to rev the vehicle’s engine. The driver provided the officer with an identification card, identifying himself as Carl James Maneval, the defendant, and said he did not have proof of insurance. The officer ran checks on the defendant and learned there were two warrants out for the defendant’s arrest.
The officer placed the defendant under arrest on the outstanding warrants. In the defendant’s right front pants pocket was a clear plastic bag containing a white powdery substance. The substance was later preliminarily tested, and the test indicated the presence of cocaine, and it weighed.65 grams. Later, after being advised of his Miranda rights, the defendant admitted the substance was “crack”. The defendant’s Minnesota driving privileges were revoked on September 17, 2025, for driving while impaired.
