On or about March 14, 2026, an officer with the Eagan Police Department met with J. L. S. [DOB REDACTED], an adult woman fully identified in police reports, at a fire station in Eagan. Victim [NAME REDACTED] at [ADDRESS REDACTED], Eagan, MN 55123, which is within the municipal borders of the city of Eagan, in Dakota County, Minnesota. J. L. S. Reported that that morning, her long-term romantic partner Charles Allen Freeland [DOB REDACTED], hereinafter “Defendant,” had come home from work at approximately 6:00 am, and that around 9:00 am, had entered their bedroom.
J. L. S. Reported that when Defendant comes home from work, he is often loud and mean and attempts to wake her up and provoke arguments. J. L. S. Reported that that morning she was laying on the bed when Freeland went to his bedside table and took out a handgun before saying that he was going to shoot the television. J. L. S. Reported that she did not initially pay attention to this statement as Defendant has previously threatened to shoot her as well as one of the couple’s two cats. J. L. S. Reported that Defendant then fired the handgun and that the bullet from the handgun struck the dresser, as she saw a bullet hole in the center of the dresser when she stood up.
J. L. S. Reported that Defendant told her she was lucky he didn’t shoot her when he fired the handgun, and that she had responded by telling Defendant that he would have gone to jail for killing her if he had done so. J. L. S. Told law enforcement that Defendant kept two handguns in his nightstand and that he also has a rifle or shotgun that he keeps in the bedroom. J. L. S. Further reported that Defendant is verbally abusive to her, and that the two have had physical altercations in the past. She stated that Defendant, who works overnight, constantly calls her while he is at work and that this prevents her from being able to sleep.
She stated that she now rarely leaves the house due to Defendant’s verbal abuse. Finally, she stated that Defendant drinks every day, keeps beer in his car as well as fireball whiskey on his person. Officers responded to J. L. S. And Defendant’s residence and made contact with Defendant. Defendant was taken into custody without incident. Defendant admitted to multiple officers that he had a fired off a round in the house but stated that it was an accident. He also stated that he had drank two beers that morning. 2 19HA-CR-26-374 Filed in District Court State of Minnesota 3/17/2026 Officers also executed a search warrant for the residence as well as Defendant’s truck and RV. A loaded Sig Sauer handgun was located in the center console of Defendant’s vehicle as well as a loaded.32 caliber handgun in the bedside table, and a box of American Eagle brand 9mm ammunition.
Officers also located a bullet on the floor of the bedroom between the bed and the dresser. The dresser was observed to have a defect or damage consistent with J. L. S.’s report to law enforcement that Defendant had shot it.
