On March 16, 2026, West St. Paul police officers responded to a theft report from Menards in West St. Paul, Dakota County, MN. Dispatch advised that there was more than one suspect involved. One of the suspects was wearing a dark jacket and light blue jeans and he was seen going towards CVS Pharmacy. Officers located the suspect inside CVS, and he was identified as Defendant KHOMPHET NMN HONG [DOB REDACTED]. Officers learned that Defendant had ten active warrants. Defendant was arrested. Officers searched Defendant and located a baggie in his right front jeans pocket.
The clear plastic baggie contained a white powdery / crystalline substance which officers believed to be a controlled substance. Defendant also had a large clear zip top bag and a small clear zip top bag in the same pocket. They contained a trace amount of a white powdery / crystalline substance. Defendant had a backpack and suitcase with him. Defendant advised that they contained his personal belongings. Officers spoke with the reporting party (“RP”), a Menards Manager. RP said he had reviewed surveillance video and observed that Defendant and three other males had entered the store.
Defendant was the main suspect that stole items and concealed them in his personal bags. RP made no attempt to pay for the items and walked through the checkout lane. RP tried to stop Defendant when he exited but he did not cooperate and walked off. Officers found the items in Defendant’s backpack and returned them to Menards. The total stolen was $226.71. The Dakota County Drug Task Force NIK tested the suspected controlled substance. The substance came back positive for methamphetamine and weighed 0.35 grams.
Defendant has a conviction for felony 5th Degree Controlled Substance, entered on May 28, 2025, in Ramsey County #62-CR-25-656. Defendant is in custody.
