On August 9, 2025, at 9:57 P.M., a Hastings police officer observed an individual in the city of Hastings, Dakota County, Minnesota, who he knew was wanted on outstanding warrants. The person with the warrant was being non-cooperative and the officer kept his taser pointed at the person while waiting for backup to arrive. While waiting for backup to arrive the defendant, Jessica Rae Morgan, who was with the person with the outstanding warrant, came by the officer in the street on his right side and yelled at him angrily.
The officer needed to continually divide his attention between the person with the warrant and the defendant, who continued to scream at him. The person with the warrant then began throwing items from his pockets toward the defendant, who began to pick them up. The officer yelled at the defendant to “Stop” and “Get down right here” and pointed toward the ground. The defendant refused to obey the officer. Once a backup officer arrived and handcuffed the person with the warrant, the original officer walked toward the defendant, who was now recording with her phone, and he told her “Come here.” She told the officer, “Stay away from me.
No.” He told her “Stop. If you pull away, you’re under arrest.” The defendant continued to back away from the officer. The officer again attempted to grab the defendant by her arms, and she pulled away. He then grabbed her again and was able to gain control of the defendant’s arms and shoulders. The officer told the defendant to “Turn around and put your hands behind your back.” The defendant turned and faced the officer several times. The officer told the defendant to drop the items in her hand, but she refused to do so.
The officer continued to try and hold the defendant’s arms, and she continued to try and struggle and pull away. The officer then told the defendant that he was going to escort her to the ground. Once the defendant was on the ground, the officer was able to handcuff her with the assistance of another officer. The defendant continued to try and pull her arms away from the officer and tense her arm muscles. In a purse the defendant had been carrying the officers located a plastic bag containing a crystal substance.
The crystal substance was preliminarily tested, and the test indicated the presence of methamphetamine, and it weighed 23.09 grams.
