On March 11, 2026, South St. Paul police officers responded to a possible domestic at a business in the city of South St. Paul, Dakota County, MN. On arrival, officers observed the two involved parties. One officer spoke with the male, later identified as Defendant GILBERT SAMSON GARCIA [DOB REDACTED], who said that he and the female were arguing over a cell phone. When asked his name, Defendant denied having an ID on his person and refused to provide his name. Defendant became agitated and began backing away from officers.
Officers advised that if Defendant refused to identify himself, he would be placed in handcuffs. Defendant continued to refuse, and officers arrested him. As officers escorted Defendant to a squad, Defendant advised that he did have an ID in his wallet. An officer located the ID and ran Defendant’s information. Defendant had three active arrest warrants. Defendant was then searched incident to arrest. In Defendant’s jacket breast pocket, officers located a baggie with a white crystalline substance.
Based on their training and experience, officers suspected this to be a controlled substance. In the same pocket, officers found a small clear jar with crystalline residue. Officers located a glass pipe with burnt residue in Defendant’s pant’s pocket. The baggie with crystalline substance was sent to the Dakota County Drug Task Force for NIK testing. The substance tested positive for methamphetamine and weighed 1.23 grams. Defendant has a conviction from February 20, 2024, for 5th Degree Drugs – Possession, in Stearns County #73-CR-21-9081.
