On 03/21/2026, at approximately 1318 hours, Brainerd Officers were dispatched to a report of a domestic assault that had occurred at a residence located on 4th Avenue Northeast, city of Brainerd, Crow Wing County. The complainant, PR, reported that her son, Charles Raymond Rolfson, dob/080586, had shoved her inside of the residence. Pallansch knows PR and Rolfson from previous law enforcement contact and knows that they are mother and son and that they have lived together for a substantial amount of time.
Officers Pallansch and Judd responded. Judd arrived and observed PR standing in the driveway and Rolfson was in the backyard. Rolfson ran inside the house when he saw Judd. Judd walked past PR and made contact with Rolfson in the kitchen near the rear door. Judd spoke with Rolfson in the backyard about the incident. Sergeant Pallansch and Officer Reed arrived on scene and spoke with PR. Rolfson stated he was sleeping in his bedroom when PR woke him up asking for the garage key. Rolfson stated he told PR that he doesn't have it.
Rolfson stated PR refused to leave his room. Rolfson stated he then walked past PR and made his way outside. Judd asked Rolfson if he pushed PR out of the way. Rolfson stated he did and made a motion with his left arm and extending it away from his body. Rolfson then refused to answer any more questions. Pallansch spoke with PR who stated that she had gone into Rolfson's room that morning because she was attempting to get her key back for the garage so she could get her gardening tools and start opening up her garden for the year.
PR stated that an argument then ensued between the two of them and that Rolfson was demanding her get out of his room. When PR refused until she had her garage key, Rolfson then pushed PR. PR described the push as Rolfson and her facing each other and he used both arms and pushed her back. PR described a small amount of pain on her right side, to the right of her breast in her rib area. Pallansch later would have Officer Reed meet with PR to see if there were any visible injuries due to the privacy area.
Pallansch would learn that there were no visible injuries. PR stated that she had pushed Rolfson back and then Rolfson got up in her face and attempted to head butt her. PR stated that she had to physically move her head back and away from Rolfson to avoid Rolfson's head butt making contact with her. PR believed that if contact was made, she would have been injured. Rolfson has multiple prior qualified domestic violence related offenses dating back to 2015 and two within the past 10 years. On January 13, 2023, Rolfson was convicted of felony violation of a DANCO in court file 18-CR-21-1425 and on the same date Rolfson was convicted of felony violation of a DANCO in court file 18-CR-21-1796.
