On May 29, 2026, officers were dispatched to a gas station on Roberts Street in West St. Paul, Dakota County. An employee, Witness 1, reported that a customer had shot a gun in the air after a disagreement inside the store. Officers met with Witness 1, who was visibly upset. Witness 1 said a man came in and she allowed him to use the store phone. He got a cup of coffee while on the phone and became upset when Witness 1 told him he had to pay for it. Witness 1 observed a handgun in the man’s waistband after he threw the cup of coffee at the door.
The man went outside and his gun fell to the ground. The man picked the gun up and shot it off in the air before walking through the lot and shooting it in the air again. The manager arrived and was able to provide officers with pictures of the man from surveillance video. Numerous other officers responded to the area to search for the man. During a safety sweep, Officers found HAROLD ANDREW RIEHM [DOB REDACTED], Defendant herein, in a nearby building. Defendant’s appearance matched the man in the video and he was taken into custody.
Officers learned Defendant rented three offices in the building and obtained warrants to search them. Officers found clothing consistent with the surveillance photos, along with a significant amount of ammunition, a rifle, and two shotguns. They also located bullet fragments on the first floor of the building believed to have come from a round fired outside a window. Officers also recovered numerous swords and knives. During a Mirandized interview, Defendant admitted that he’d been at the gas station and asked to use the phone to call his father.
Defendant also acknowledged becoming irritated with Witness 1 after she asked him to pay for his coffee. Defendant said he threw the coffee in the trash and left. Defendant denied being the man in the surveillance pictures or having a firearm. Defendant said he wasn’t allowed to have one because his ex-wife had an HRO against him. Defendant admitted that he had multiple types of ammunition and a wall mounted gun in the office. Defendant also acknowledged ownership of numerous types of weapons but said they were currently stored at his father’s house.
On May 30, 2026, a group of teenage boys came across a loaded handgun in the bushes near Defendant’s offices. Officers collected the gun as evidence. In running an ATF trace on the gun, it was 2 19HA-CR-26-763 Filed in District Court State of Minnesota 6/1/2026 found to purchased by someone who lived at Defendant’s address.
