On May 12, 2025, officers were dispatched to a store (“Victim 1”) located on Central Park Commons Drive in Eagan, Dakota County, Minnesota, on report of a theft in progress. The reporting party, a loss prevention employee from the store, advised that the male had just stolen from the store and then fled on an MTVA bus that was now traveling down Quarry Road. The reporting party advised that he and another loss prevention employee were following the MVTA bus in their personal vehicle. The reporting party stated that they eventually observed the suspect get off at the bus transit station and was sitting on a bench inside.
Officers made contact with a male inside the bus transit station. The male denied having been inside the store that day. There were two flower print tote bags sitting on the floor inside the station. The male confirmed the bags belonged to him, but then stated they were not his. One of the reporting parties arrived at the station, pointed directly at the male, and told officers that was the suspect who had stolen from the store. The male was taken into custody and identified as ROBERT HALL, III [DOB REDACTED]. During his arrest, HALL asked why he was being taken into custody, when it was just “about a $150 theft.” HALL made comments about how other officers have not jailed him for thefts under $1,000 and he did not understand why he needed to go to jail.
HALL had outstanding felony warrants. The loss prevention employee advised that HALL entered the store on May 12, 2025, with the tote bags and concealed three pairs of shoes. HALL wrapped the shoes in tinfoil to avoid setting off the anti- theft security devices attached to each pair of the shoes when he left the store. HALL left the store with the three pairs of shoes without paying or having attempted to pay for the shoes. The security towers did not go off when HALL exited the store. In the tote bags found near HALL, one of the bags had a roll of tinfoil and a sweatshirt, belonging to 2 19HA-CR-26-152 Filed in District Court State of Minnesota 1/28/2026 HALL. In another bag, there was a large amount of tinfoil with three pairs of brand-new shoes from the store with the tags and anti-theft security devices still attached.
One pair of shoes was valued at $39.99, and the other two pairs of shoes were valued at $49.99 each. Loss prevention for Victim 1 was able to identify two additional times HALL had come into other stores affiliated Victim 1 and stolen merchandise without paying. On April 9, 2025, HALL arrived at a store affiliated with Victim 1 in Eagan, Dakota County, Minnesota, at approximately 8:50 PM. HALL selected shoes, shirts, a hat, and socks, and concealed the items in a bag. HALL left the store without paying or attempting to pay for the items at approximately 9:05 PM. The total value of merchandise lost on this date was approximately $234.90. On May 5, 2025, HALL arrived at another store affiliated with Victim 1 located in Eagan, Dakota County, Minnesota.
