On April 5, 2026, officers with the South Saint Paul Police Department were dispatched to a residence on 5th Avenue S, which is within Dakota County, on a report that a man was looking through the blinds. On the scene officers made contact with the reporting party D. C. N. D. C. N. Told the officers that while he was in his house, he observed a man looking into his living room window, which made him uncomfortable and caused him concern. D. C. N. Subsequently observed the man pick up an item on his porch.
D. C. N. Reported that he tapped on the glass of his window and the man placed the item back down. D. C. N. Informed the officers that he followed the man for a time in an attempt to determine why he had entered his property, but the man mumbled something D. C. N. Could not understand and D. C. N. Then left the area and called law enforcement. When officers responded they located the man D. C. N. Had called about and detained him, identifying him as Terrance Louis Gill [DOB REDACTED], hereinafter “Defendant.” Officers searched Defendant incident to arrest and located a rolled up white napkin in his pants pocket with a rock of a white crystalline substance believed to be methamphetamine inside.
The substance later tested positive for methamphetamine and was found to have a net weight of.5 grams. A number of capped syringes, often used to inject controlled substances, were also found on Defendant’s person. Officers attempted to obtain a statement from Defendant, however he spoke incoherently and could not form complete sentences. Defendant stated that he had been on someone’s porch and that they had smacked their window. He further stated that he had found the drugs on the ground. Defendant was transported to the jail without incident.
