On March 11, 2025, at approximately 1:15 A.M., officers with the Hastings Police Department were on patrol on Ramsey Street in the City of Hastings, the County of Dakota, the State of Minnesota, when a white pickup truck was observed making a u-turn and taking off at a high rate of speed. The officer followed the vehicle and activated his radar, clocking the vehicle at a speed of 43 miles per hour in a 30 mile per hour zone and observing the vehicle to be swerving in its lane. The officer accelerated to catch up and pulled the vehicle over.
Upon approaching the officer observed a male driver and a female passenger. The passenger was identified as AMANDA PATRICIA WATERHOUSE [DOB REDACTED], herein the Defendant. Based on the interactions with the driver, a determination was made that the vehicle would be towed. The Defendant exited the vehicle, leaving her purse behind. A search of the vehicle was conducted and inside of the Defendant’s purse, officers located an unlabeled pill bottle containing different pills inside of it believed to be a controlled substance.
The pills were submitted to the Dakota County Drug Task Force for analysis. An agent with the DCDTF used drugs.com to identify six (6) pills as Lorazepam, a Schedule IV controlled substance.
