On March 9-11, 2026, officers with a multi-jurisdictional child exploitation suppression operation were working to identify individuals who offer or agree to hire girls under the age of 18 for commercial sex. The operation was conducted from locations within Brooklyn Center, Hennepin County, State of Minnesota. Officers placed ads on a website offering prostitution services. One of the individuals who responded to an ad was MAXWELL RAYMOND RICHTER [DOB REDACTED], the defendant herein. The defendant then engaged in a text conversation with an undercover officer (UC) posing as a 17-year-old girl.
On March 11, 2026, the defendant contacted “UC” by texting the number in the ad asking "UC" if she was available. “UC” responded that she was available, and the defendant asked for her "rates." "UC" provided her rates (qv $100 hh $150 h $200), and the defendant asked "UC" if "fs" was included in all rates. Law enforcement knows "fs" to refer to full service, or sexual intercourse. "UC" advised that she was younger than her ad and was 17. The defendant said he was ok with that. The defendant asked to see "UC's" "tits" and requested sex without a condom or "bare" multiple times. "UC" told the defendant had had to bring a condom, or "cover." The defendant was given an address being used by law enforcement to meet “UC” which was located in Brooklyn Center, Hennepin County, Minnesota.
When the defendant arrived, he was placed under arrest. Officers searched the defendant. Officers located and seized the defendant’s cell phone, a condom, hotel key and Monster energy drink that he was requested to bring. A confirmatory text was sent by officers to the number used by the defendant to communicate with "UC", and the text came through on the defendant's phone. The defendant declined to speak with officers. He was booked and released pending formal charges.
