On January 12, 2026, at approximately 12:38 P.M., police officers responded to a notification regarding a stolen vehicle in West St. Paul, Dakota County, Minnesota. The vehicle had been stolen out of an apartment complex in Roseville, Minnesota, on January 5, 2026. Police officers checked the area and located the stolen vehicle in the parking lot of a liquor store. Police officers conducted a high-risk stop and ordered the occupants out of the vehicle. All occupants were compliant. The driver was identified as BRANDON DONYAE COLLINS [DOB REDACTED]. COLLINS was arrested and transported to the police department.
COLLINS provided a post-Miranda statement. COLLINS claimed that his friend allowed him to use the vehicle. When asked who his friend was, COLLINS gave a name that was close to the name of the registered owner but incorrect. COLLINS also provided the incorrect gender. COLLINS admitted to driving the vehicle for the past few days. Police officers obtained surveillance footage from the apartment complex in Roseville, Minnesota, on January 5, 2026. Shortly before the vehicle was stolen, footage showed two black males walking through the parking lot.
