On March 13, 2026, at approximately 9:38 P.M., Fergus Falls Police Officer Joe Mattson observed a vehicle failing to come to a stop before exiting a parking lot and entering the roadway. Officer Mattson conducted a traffic stop on the vehicle near [ADDRESS REDACTED], Fergus Falls, a location in Otter Tail County. Officer Mattson made contact with the driver who was identified as Andrew Arlow Jensen, the above-named defendant. The defendant had the strong odor of alcoholic beverage coming rom his breath, had slurred speech.
During the contact, the defendant admitted to consuming alcohol prior to driving. When the defendant exited the vehicle to perform standardized field sobriety testing, Officer Mattson observed a baggie on the floor of the vehicle with a substance consistent with methamphetamine. The defendant was placed under arrest. The substance was collected and later field tested positive for methamphetamine and weighed 28.48 grams. The defendant was transported to the Otter Tail County Detention Facility. The defendant was read the breath test advisory, stated he understood, was given attorney time and agreed to provide a sample.
The defendant burped during the first sample and the observation period reset. The second attempt to provide a sample was successful providing a result of 0.15 BAC at 10:44 P.M.
