Your complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on July 26, 2025, at approximately 4:29 A.M., officers were doing a downtown parking enforcement when Officer Tomsche initiated contact with a vehicle bearing Minnesota license plate RZF744. Prior to initiating the traffic stop Officer Plein advised he identified the driver as having active arrest warrants. Officer Plein made contact with the driver and Officer Tomsche approached from the passenger side along with Officer Malepsy.
Officer Tomsche observed there was a male occupant sitting in the passenger seat who would not look at Officer Tomsche. Officer Tomsche observed the male appeared to be nervous and his carotid artery was pulsating on his neck. A short time later the male party was identified as Anthony James Sherman, [DOB REDACTED]. Sherman had multiple active arrest warrants. Officer Tomsche opened the vehicle door and had Sherman step out. Sherman was aware of his arrest warrants. Sherman was placed in custody without incident.
Sherman admitted to using Fentanyl when officers questioned him about a snort straw sticking out from a black bag around his neck. Officer Tomsche searched Sherman and did not locate any illegal contraband on his person. Officer Tomsche searched the over the shoulder black bag that Sherman had around his person and located in a small pocket two small baggies of illegal narcotics. One of the items was a small tied rip baggie with powder substance inside. A small corner of the bag tested presumptively positive for Fentanyl and weighed 0.4 grams.
The other items was a small zip-lock baggie with multiple substances inside, a small rock-like substance that field tested positive for cocaine, a small tied rip baggie with powder substance and one pill which weighed 1 gram. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. § 609.49 intentional failure to appear for duly scheduled court appearances may result in additional criminal charges in addition to any arrest warrant that may otherwise be issued by the Court.
