On December 15, 2025, at approximately 2:15 P.M. Officers from the West St. Paul Police Department conducted a traffic stop near the intersection of Butler Ave. And Gorman Ave. In West St. Paul, Dakota County, MN. The officer conducted the traffic stop because the driver and sole occupant of the vehicle, later identified as JEANINE LOUISE PERRON [DOB REDACTED], the Defendant herein, failed to fully stop for a stop sign and was swerving all over the road. During the traffic stop, the Defendant was agitated.
While the officer was running the Defendant’s name, the Defendant opened her door and yelled at the officer to hurry up, despite it only have been 2 minutes since the officer was in his car. A minute later, the officer walks up to the car, and the Defendant was still agitated as the interaction quickly ended. The Defendant then did a U-turn causing other cars to stop. The officer was not back to his squad car and the Defendant still had her window down. He told her drive with care, or she is going to get stopped again.
The Defendant approached a stop sign at Livingston and Butler, failed to stop and yelled “f*** you” to the officer as she turned onto Butler Avenue. The officer got into his fully marked squad car, with lights on and pulled behind the Defendant. The Officer got out of his squad and approached the Defendant’s vehicle. The Defendant told the officer, “Are you serious? You can’t stop me here” and told the officer that she did stop at the stop sign. When the light turned green, the Defendant took off and drove ½ mile, despite many opportunities and places to pull over.
The officer followed and went to her home, where he told her that she was under arrest. The Defendant kept stating that she was not under arrest. As the officer placed her under arrest and got her into handcuffs, the Defendant leaned and pulled away. Once the Defendant was handcuffed, she went into a “dead weight” squat position.
