On December 11, 2025, at approximately 6:58 P.M., an officer with the Eagan Police Department stopped a motor vehicle in a parking lot of a grocery store located on the 1500 block of Quarry Road, Eagan, Dakota County, Minnesota. The officer stopped the vehicle because the registered owner of the vehicle, JESUS MARTINEZ [DOB REDACTED], had a revoked driver’s license. The officer also noticed that the vehicle displayed expired tabs from October 2025. After the vehicle stopped, the officer approached the vehicle on foot.
The officer spoke with the driver, who confirmed that was MARTINEZ. MARTINEZ informed the officer that he had a revoked driver’s license. MARTINEZ advised that he received a citation for driving after revocation (DAR) the day before. MARTINEZ provided the officer a citation from Aitkin County. MARTINEZ also provided the officer with insurance information. The officer noticed that the information displayed on the insurance information was atypical that what was usually provided by the insurance company.
The officer believed the information displayed on the information had been copied and enlarged. The officer noticed the font and image on the information were fuzzy. And the information was laminated. The officer returned to his squad vehicle and ran MARTINEZ’s information. The officer noticed that MARTINEZ had three failures to provide insurance annotations in 2025: March 2025, August 2025, and September 2025. The officer also noticed MARTINEZ had several DAR and driving-after-withdrawal annotations on his driving record.
The officer called the insurance company and learned that the policy listed on the insurance information provided by MARTINEZ had been cancelled in 2020 and was for a different vehicle. After backup arrived, the officer reapproached the vehicle and arrested MARTINEZ for driving offenses. During a search of MARTINEZ’s person, the officer located a broken methamphetamine pipe with burnt residue in MARTINEZ’s pocket. MARTINEZ was placed in a squad vehicle. The officers reapproached the vehicle and spoke with a passenger.
The passenger denied having identification but verbally identified himself. The primary officer ran the passenger’s information, but it did 2 19HA-CR-26-348 Filed in District Court State of Minnesota 3/11/2026 not come back on file. The primary officer spoke with the passenger again and eventually asked him if he was lying about his identity. The passenger admitted that he provided a false name and advised that he had a warrant. After confirming the passenger had warrants, he too was arrested. During an inventory search of the vehicle, the officer located a jacket on the driver’s seat.
The officer searched the jacket and located a methamphetamine pipe with burnt residue in one pocket. In another pocket, the officer located a sunglasses case. The case contained a baggie. The baggie held round pills of various colors: orange, light blue, and dark blue. This item was logged into evidence as Item 5. The pills located in Item 5 were identified as (1) Buprenorphine Hydrochloride and Naloxone Hydrochloride (4 pills) and (2) Dicyclomine Hydrochloride (16 pills). Next, the officer located a pill bottle in the center console.
