On April 22, 2026, Deputy McManus saw a pickup truck bearing Minnesota license plates REK400 in the area of L’Orient Street and Wheelock Parkway. The pickup’s registration expired in September 2025. The pickup matched the description of a truck involved in a mail theft case and prior felling incidents involving different agencies. Deputy McManus saw the truck stop at a gas station at Wheelock Parkway and Mississippi Street, St. Paul, Ramsey County. Deputy McManus activated his unmarked squad’s emergency lights to initiate a traffic stop.
The pickup fled at speeds approaching 90 mph and blew through stop signs. The pickup drove on the wrong side of the road to pass vehicles. The pickup tried to turn south on Arcade Street from County Road B East, but it slid through the intersection and came to a stop near the curb. Deputy McManus pushed the pickup against a metal sign to stop it from fleeing. The pickup continued to try to flee, but it was pinned further. The pickup’s driver, ANDREW DAVID VENNEMANN [DOB REDACTED], was arrested.
