On January 10, 2026, an officer with the Eagan Police Department was dispatched to a call for service at a location in Dakota County. The reporting party advised dispatch that a male in a silver Toyota Camry had got out of the vehicle and was screaming and shaking in a parking lot. The officer arrived on scene and located the vehicle, which was running. The officer observed a male in the driver’s seat who was screaming and moving erratically. The officer approached the vehicle and made contact with the male, later identified to be Mahdi Omar Mohamed [DOB REDACTED], “Defendant” herein, who was moving all parts of his body around rapidly, as though he could not control himself.
After speaking with the officer, Defendant agreed to perform standardized field sobriety testing. The officer observed multiple indicia of impairment. Defendant was placed under arrest and transported to the Eagan Police Department. Other officers conducted a search of the vehicle and found pieces of tinfoil with dark residue on it. The officer obtained a warrant for a blood or urine sample, and Defendant agreed to provide a urine sample. The sample was analyzed by the BCA, which indicated Defendant had fentanyl and norfentanyl in his system at the time he was operating the vehicle.
Defendant has at least four DWI related license revocations and five active DWI cases in the last year alone. The State requests a complaint warrant be issued, as Defendant’s ongoing conduct of driving under the influence is a public safety risk.
