On January 8, 2026, Burnsville police officers responded to a call of suspicious activity on Burnsville Parkway in Burnsville, Dakota County, MN. Dispatch advised that the vehicle, a red Chevrolet Traverse, was parked the wrong way on the street and the two occupants were sleeping. Officers arrived and located the vehicles. The officers approached the vehicle and observed the occupants were breathing. Officers conducted a visual check of the interior of the vehicle before attempting to wake the occupants and check on their welfare.
An officer observed a firearm positioned under the front passenger’s lap. The firearm was brown in color and appeared to be equipped with an extended magazine. Another officer confirmed that it was a firearm. An officer turned on his emergency lights which prompted both occupants to wake up. Once awake, officers conducted a high risk stop and instructed the occupants to show their hands. The front passenger, later identified as Defendant EMANUEL ANGEL HERRERA [DOB REDACTED], did not immediately comply and appeared to reach under the seat area.
After continued commands, Defendant exited the vehicle. Defendant was arrested and no weapons were found on his person. The vehicle was searched and officers located the brown firearm with an extended magazine was located under the front passenger seat. An officer cleared a round from the chamber and rendered the firearm safe. No serial was observed on the firearm. The weapon appeared to be manufactured in Israel and the brand name “Geisler” displayed on the grip. In a Mirandized statement, Defendant admitted that he had possessed the firearm for a couple of months.
Defendant said that he obtained the firearm through Amazon and ordered it to a friend’s residence. Defendant refused to provide the location of the residence or further details in how he obtained the firearm. Defendant said that he did not manufacture the firearm himself and had purchased it through Amazon. Defendant stated that he does not have a permit to carry. This was confirmed through NCIC. The firearm was sent to the Minnesota BCA for further testing. Defendant is in custody.
