Notice: Pursuant to Minnesota Rule of Criminal Procedure 7.02, the prosecution provides notice that, at trial, the State will offer evidence of the following offenses, in addition to the offense herein charged, for the purpose of proving the motive, intent, preparation, plan, and identity of the perpetrator. ••-CR-••-•••• On June 3, 2018, YANG was arrested on warrants and admitted to stealing a Honda that was parked nearby. The license plates on the Honda had been switched and police found additional license plates in the stolen vehicle.
YANG was convicted of Auto Theft. ••-CR-••-•••• On February 18, 2023, Yang was arrested driving a Honda after he, and an accomplice, used the Honda to steal a Prius. The Honda had a punched ignition and contained burglary/theft tools. YANG was convicted of Auto Theft. ••-CR-••-•••• On 10/28/25 YANG was arrested driving a stolen Toyota Tacoma. Its license plates had been switched. YANG said he got the truck from a friend who steals things, including Toyota trucks, and sells them for money. This Auto Theft case is still active. ••-CR-••-•••• On September 17, 2025, YANG was arrested driving a stolen Kia Soul.
Its steering column was visibly damaged. YANG said he got the vehicle from a friend. This Auto Theft case is still active. Current offense: On 11/26/2025 at about 0928 hours, St. Paul Police took a report of a motor vehicle theft from Axtman Auto Sales Inc at [ADDRESS REDACTED] West in St. Paul, Ramsey County. The manager/complainant, ES, said that a white 2005 Chevrolet Tahoe (VIN: 1GNEC13V95R142433; no MN License Plates) had been stolen from the business sometime overnight between 11/24/25 and 11/25/25. On 11/30/25, a Ramsey County Deputy learned that a 1999 Honda Accord had been stolen in St. Paul (SPPD CN 25218521). CCTV of the theft showed the suspects arriving in a white 2005 Chevy Tahoe.
The Tahoe’s appearance was very distinctive, but the vehicle was not displaying a front license plate. Searching LPR photos, the Investigator found that the same white Chevy Tahoe had been near 6th and Mounds on 11/29/25 and was displaying MN license plate FDT-855 on the rear. Further investigation showed that the rear license plate was stolen. On 12/05/25, Ramsey County Investigators found the same Tahoe parked near 6th and Mendota in St. Paul, Ramsey County. It was still displaying the stolen license plate (MN/FDT-855) on the rear.
While monitoring the vehicle, Investigators saw Thao YANG [DOB REDACTED] walk out of an apartment, enter the vehicle’s driver’s seat, and drive away. Investigators were professionally well-acquainted with YANG from previous criminal incidents. The Tahoe was followed to 1030 3rd, which is YANG's registered address. Investigators then lost sight of the vehicle. On 12/13/25, Investigators found the same white Tahoe unoccupied (still displaying MN/FDT-855) parked near 860 Desoto. A check of the VIN revealed that it was the Tahoe that had been stolen from Axtman Auto Sales.
