On December 23, 2025, a deputy with the Dakota County Sheriff’s Office was sitting in his parked squad vehicle at 200th Street East and Ravenna Trail in Ravenna Township, Dakota County, Minnesota. At approximately 8:54pm, the deputy saw a motor vehicle. The deputy ran the vehicle’s license plate and learned that the registered owner’s driver’s license status was cancelled as inimical to public safety. The deputy conducted a traffic stop shortly thereafter. After the vehicle stopped, the deputy approached the vehicle on foot.
When he did, the deputy noticed that the rear seat passenger was not wearing a seatbelt. The rear seat passenger verbally identified himself upon request. The deputy then asked the front seat passenger for her name and date of birth. The front seat passenger verbally identified herself as “Rebecca Kregness”, with a date of birth of March 30, 1974. The deputy returned to his squad vehicle, ran the driver’s information, and learned that the driver had a suspended driver’s license. The deputy then looked at a photograph of Rebecca Kregness.
Based on that photograph, the deputy did not believe that the front seat passenger was Rebeca Kregness. The deputy re-approached the vehicle to talk with the driver about his driver’s license. The deputy returned to his squad vehicle a second time. After running checks, the deputy reapproached the vehicle again. While speaking with the driver, the deputy saw a baggie containing a substance on the front passenger’s lap. The deputy told the front seat passenger to hand him the baggie. The deputy walked to the passenger side of the vehicle and told the front seat passenger to exit.
She complied. The deputy arrested her. During a search of her person, the deputy located a scale containing a substance in her coat. The passenger identified herself as ANGELA MARIE RUSS [DOB REDACTED]. RUSS advised that she had an active Department of Corrections warrant. The deputy confirmed the warrant. During a search of the vehicle, an assisting deputy focused on the front passenger side of the vehicle. The assisting deputy located two items in the front passenger door compartment: (1) a baggie 2 19HA-CR-26-310 Filed in District Court State of Minnesota 3/5/2026 containing a substance and (2) a red plastic container with a clear top.
The container held a baggie containing a substance. The assisting deputy also located a backpack on the front passenger floorboard. The backpack contained items belonging to RUSS, including her wallet containing bank cards with her name, her social security card, an empty pill bottle with her name and unused plastic baggies. The substances inside each of the baggies located during the investigation field tested positive for the presence of methamphetamine, a Schedule II controlled substance. The substance in one baggie weighed approximately 27.89 grams.
