On April 9, 2026, an officer with the West St. Paul Police Department was conducting traffic enforcement in the city of West St. Paul, which is within Dakota County, in a fully marked squad car when he observed a vehicle bearing MN license plate ZXC334. The officer determined that the driving status of the registered owner of the vehicle, Jacob Robert Meyer [DOB REDACTED], hereinafter “Defendant,” was revoked and that he had a felony warrant out of Ramsey County. See 62-CR-25-8222. The officer attempted to initiate a traffic stop and pull the vehicle over, however the vehicle did not stop.
The vehicle signaled a turn, and the officer followed, assuming the vehicle was going to pull over in a less busy area, however the vehicle still did not stop. The vehicle then made a second turn without stopping and began to speed up before making a third turn. The officer then turned on their spotlight and used it to illuminate the fleeing vehicle. During the pursuit the officer also changed the tone of their siren to ensure they had the driver’s attention. Furthermore, there was no other traffic around for the majority of the pursuit.
The vehicle subsequently parked at a residence and the driver of the vehicle exited the vehicle. At the residence the officer ordered the driver of the vehicle to come over to them. When asked if he was the registered owner of the vehicle the driver said he was not and said his name was “Luke.” When asked to give a last name he gave the last name “Meyer.” The driver stated that he had not seen the officer because of cabinets that he had in his truck. The driver subsequently admitted that he was Defendant, and he was taken into custody without further incident.
