On March 9, 2026, at 9:58 P.M., an Eagan police officer was on routine patrol in the City of Eagan, Dakota County, Minnesota, when he observed two motorcycles southbound on Pilot Knob Road who were failing to stay in their left traffic lane as they approached Cliff Road. When the motorcycles stopped at the stoplight at Cliff Road, the officer observed one of the motorcycles had an obstructed license plate, the motorcycle’s running lights were inoperative, and the one motorcycle did not have a license plate.
After the traffic light turned green, the officer activated his vehicle’s emergency lights as an indication for the motorcycles to stop. Both motorcycles pulled over to the side of the road and stopped. The officer began stopping his patrol car behind the motorcycles and the one motorcycle made a quick U-turn and began fleeing at a high rate of speed back in the direction that he had just come from. The officer now activated his patrol car’s siren in addition to the red lights that he had previously activated and made a U-turn and pursued the fleeing motorcycle.
While fleeing northbound on Pilot Knob, at the intersection with Cliff Road, the motorcycle failed to stop for the red light. The motorcycle reached speeds of 107 miles per hour while fleeing from the officer. At the intersection of Pilot Knob Road and Civic Center Drive, the officer observed the motorcycle driver, later identified as the defendant, Jonathon Ceary Duncan, digging in his right pocket and a black object fall to the pavement. A white colored object was seen falling from the defendant later.
Shortly thereafter, the defendant brought his motorcycle to a stop and was taken into custody. A large knife was located on the defendant. Officers returned the area the officer had observed the black object fall to the ground during the pursuit. They located a black glove along with two plastic bags of a powdery substance. The powdery substance was preliminarily tested, and the test indicated the presence of cocaine in each bag. The net weight of one bag was 5.58 grams and the net weight of the second bag 1.66 grams, for a combined net weight of 7.24 grams of cocaine.
The officer later learned the vehicle registration on the motorcycle was expired, and the defendant’s Minnesota driving privileges were revoked.
