On March 7, 2026, at around 9:40 P.M., Officer Weber of the West Saint Paul Department was in full uniform and driving a fully marked squad car when he conducted a traffic stop on equipment violations of a gold 2010 Chevrolet Impala bearing Minnesota license plate SND641, on Oakdale Avenue and Carrie Street, Dakota County. Officer Weber activated his emergency lights, and the Impala stopped just west of the intersection on Butler Avenue. Officer Weber approached the passenger side of the Impala and observed a female passenger.
Officer Weber requested the male driver to place the vehicle into park as it was still in drive. The driver, later identified as JONATHAN ALEXANDER NAVAS MENDOZA [DOB REDACTED], promptly drove off from the stop. Officer Weber returned to his squad car, activated his sirens, and began pursuing the Impala westbound on Butler Avenue. MENDOZA made no attempt to stop but instead increased his speed, traveled through red lights, and stop signs, while other drivers were on the roadway. Officer Weber was able to get in front of MENDOZA. To go around Officer Weber’s squad car, MENDOZA hit the driver’s side quarter panel and wheel area, rendering the squad car undrivable.
Other units arrived to assist Officer Weber in attempting to pursue MENDOZA driving through various neighborhoods but was unsuccessful. Eventually, officers located the Impala unoccupied near Winona Street. Camera footage from where the Impala was located showed MENDOZA exiting from the driver’s seat. MENDOZA’s pay stub were also recovered in the driver side door of the Impala. Given the concerns about the nature of the crime, the risks to public safety, his prior criminal history, and the whereabouts and residence of MENDOZA are currently unknown, a summons would be ineffectual.
The State is requesting that a warrant be issued.
