On September 20, 2025, at approximately 9:44 P.M., an officer with the Eagan Police Department responded to an address on the 4500 block of Slater Road, Eagan, Dakota County, Minnesota, for a welfare check. The reporting party advised that ELANTE ANTHONY HARRIS [DOB REDACTED], was slumped over in the driver’s seat of a vehicle located in a garage. Upon arrival, the officer saw a vehicle in an open garage. The vehicle was running. The officer entered the garage. The officer saw HARRIS, who was passed out in the driver’s seat.
The officer also saw a metal foil in HARRIS’s lap. The foil had burn marks and residue, indicators of drug use. HARRIS woke up when the officer announced his presence. The officer noticed HARRIS placed the foil under his seat. The officer asked HARRIS to exit the vehicle. HARRIS complied. When he did, the officer noticed more foil inside the vehicle with burn marks and residue. The officer asked HARRIS to perform field sobriety tests. HARRIS complied. HARRIS performed three tests. The officer noticed signs of possible impairment during two of the tests.
The officer searched the vehicle. The officer located a bag containing a substance in the cupholder. The substance inside the bag later field tested positive for the presence of fentanyl, a Schedule II controlled substance, and weighed approximately 0.57 grams. The officer arrested HARRIS for suspicion of driving under the influence. The officer applied for and obtained a search warrant for a urine or blood sample from HARRIS. HARRIS agreed to provide a urine sample. A urine sample was collected from HARRIS and sent to the Minnesota Bureau of Criminal Apprehension (BCA) for analysis.
The BCA determined that HARRIS’s urine contained, among other things, fentanyl, norfentanyl, norketamine, and katamine.
