At around 1:45 AM on March 26, 2026, officers saw ANTWON CYRUS WHEELER [DOB REDACTED] circling Landmark Plaza at 379 St. Peter Street, St. Paul, Ramsey County on his bike. Wheeler’s bike did not have either a front or back light. Officers activated their squad’s lights to stop Wheeler noting there had been four pedestrians killed from motor vehicle collisions thus far in 2026. Wheeler looked back at officers and fled on his bike throughout the downtown area. Officers eventually stopped and arrested Wheeler in the River Center parking ramp stairwell at [ADDRESS REDACTED], St. Paul, Ramsey County.
Officers removed a keyring from Wheeler’s beltloop that had a gold capsule on it. The gold capsule contained a crystal substance. The contents of the gold capsule tested positive for the presence of methamphetamine and weighed 0.42 grams. On August 20, 2025, Wheeler was sentenced on a gross misdemeanor VOCSL 5 in Ramsey County District Court file 62-CR-25-5161. On October 13, 2025, Wheeler received a stay of adjudication on a gross misdemeanor VOCSL 5 in Ramsey County District Court file 62-CR-24-8559. Wheeler had 3 prior felony convictions: 2 threats of violence and an assault in the third degree.
