On April 26, 2026, at 12:10 am, an officer with the Fridley Police Department was on patrol near the 5800 block of University Ave NE, city of Fridley, county of Anoka. The officer observed a 2018 Toyota Rav4 bearing MN license plate CYL 151 traveling southbound on University Ave. The vehicle drifted across the lane line and then crossed the center line, nearly striking the concrete median. Shortly thereafter, the vehicle abruptly crossed two lanes of traffic and entered westbound I-94 while crossing the white fog line separating the entrance ramp from the HOV ramp.
Once on the ramp, the officer observed the vehicle cross the white fog line two more times, and after entering the freeway, observed the vehicle continuously weave within its lane. Law enforcement initiated a traffic stop at I-94 and Shingle Creek Parkway. Upon coming to a stop, the driver of the vehicle, later identified as NAIOMI ALIA MOUA [DOB REDACTED], "Defendant" herein, exited the vehicle and began walking back towards the squad car. The officer gave Defendant verbal commands to get back into her car, however, upon re-entering the car, Defendant began driving away.
As the suspect vehicle approached Brooklyn Blvd and Unity Ave N, law enforcement re-activated the squad's emergency lights in another attempt to initiate a traffic stop. The suspect vehicle did not stop and instead continued traveling northbound on Brooklyn Blvd. Until it stopped behind other vehicles at the intersection with Zane Ave N, whereupon the officer activated the squad siren, illuminated the squad spotlight and pointed it at the vehicle. Other vehicles within the intersection yielded and moved to the side, creating a gap in traffic through which the suspect vehicle continued to drive and accelerated away from the squad car.
Law enforcement pursued the fleeing vehicle, which continued to travel northbound on Brooklyn Blvd at speeds ranging from 49-58 MPH in a 45 MPH zone. At the intersection of Brooklyn Blvd and W. Broadway, the suspect vehicle approached a red light, slowed and began honking at other motorists in what law enforcement interpreted as an attempt to have them move out of the way. The suspect vehicle then entered the intersection against the red light and continued to drive away. Law enforcement attempted a PIT maneuver and although contact was made with the suspect vehicle, the PIT was unsuccessful.
Shortly thereafter a second PIT was attempted which successfully stopped the vehicle. Defendant, the driver and sole occupant of the vehicle, was taken into custody. Both the squad and the suspect vehicle sustained damage during the PIT. Defendant was read her Miranda rights and indicated that she would speak with officers. Defendant told law enforcement that she was traveling to White Bear Lake. When law enforcement indicated that was in the other direction, Defendant stated that she was following her intuition.
