On February 28, 2026, at 9:06 P.M. Deputy Blackford stopped a vehicle at Highway 101 NE and 70th Street NE in Otsego, Wright County, Minnesota, for having a cracked windshield and no front license plate lights. Deputy Blackford identified the driver as Maurice Muhammad, [DOB REDACTED], defendant herein. Deputy Blackford noted the defendant displayed signs of alcohol use in that his eyes were bloodshot and watery and his speech was slurred. The defendant exhibited poor balance. A check on the defendant’s driving status showed that he was canceled as inimical to public safety and subject to a restriction requiring his vehicle to be equipped with ignition interlock.
The vehicle was not equipped with ignition interlock. The defendant would not perform field sobriety tests when asked to do so. Deputy Blackford believed the defendant was driving while under the influence of alcohol. The defendant agreed to take a breath test after being read the Minnesota Breath Test Advisory. A breath test was administered to the defendant on the DMT resulting in an alcohol concentration of.14 as measured at 11:39 P.M. The defendant had not consumed any alcohol since the time of initial contact with Deputy Blackford indicating the defendant’s alcohol concentration would have been greater than.08 at the time of driving.
Court records indicate the defendant the defendant has an implied consent license revocation for a test refusal from 2025, a DWI conviction from 2021 (••-CR-••-••••), and a DWI conviction from October 21, 2016 (••-CR-••-••••).
