On March 10, 2026 at 7:52 PM, Moorhead officers responded to a residence in Moorhead, Clay County for a reported domestic assault. Dispatch advised that the 911 caller, later identified as Rachel Denise Roper- Vick [DOB REDACTED] (Defendant), reported that her boyfriend B. W. (Victim) had physically assaulted her and that she was preventing Victim from leaving by blocking the door. On scene, Officer Case found Defendant inside the residence. Defendant appeared very intoxicated. Victim [NAME REDACTED] in the living room and at officers’ requests, exited the apartment.
Officer Knapper spoke with Victim and learned that Victim [NAME REDACTED] in a relationship. Earlier, Victim had been exchanging messages with a female, which upset Defendant, who then attacked Victim. Victim [NAME REDACTED] on a couch when Defendant attacked them by getting on top of them and then biting Victim’s wrist. The officer observed broken skin, redness and blood. Victim had a mark on their lip from Defendant biting them. Victim was able to push Defendant off of them. Defendant continued to advance towards Victim.
The marks on Victim were consistent with defensive wounds. Also, Defendant had made comments about killing the female that Victim [NAME REDACTED]. Officer Case spoke with Defendant, who said she had recently moved in with Victim, [NAME REDACTED]. Earlier, she observed Victim making sexual comments to another female on her cell phone. Defendant verbally confronted Victim, [NAME REDACTED] in the face. Officer Case observed Defendant’s eye appeared bruised and swollen. While speaking with Defendant, she attempted several times to approach and engage with Victim [NAME REDACTED]. Defendant advised that other individuals in the residence were friends and that officers should ask them about Victim [NAME REDACTED] in the past.
Officer Case spoke with C. B., who stated they had been sleeping and only awoke upon officers’ arrival. Officer Case spoke with C. Z., who stated they were present and identified Defendant as having started the physical altercation. Defendant was arrested and ultimately taken to the hospital for medical clearance, where X-rays and CAT scans were completed, revealing no new injuries. Defendant was medically cleared with no prescriptions and transported to Clay County Jail and then Detox. Defendant was convicted on May 10, 2023 in Cass Co., ND court file 09-223-CR-01209 of Domestic violence-Bodily injury-2nd or subsequent offense and Violation of an order prohibiting contact. **This is a DVC matter.** PLEASE TAKE NOTICE: Pursuant to Minn.
