On October 31, 2025, at approximately 7:23 PM, Sartell Police Officer Eck was travelling eastbound on Twelfth Street North when he overheard the loud revving of what he believed to be a dirt bike nearby. Due to it being the evening of Halloween, Officer Eck was concerned that a dirt bike in the area may pose a danger to pedestrians that were out trick or treating. Officer Eck then observed a male at the intersection of Twelfth Street North and Riverside Avenue North on an unilluminated white and blue dirt bike without any visible registration.
Officer Eck followed the male as he turned to travel onto Riverside Avenue. Officer Eck activated his emergency lights after passing the intersection with Eleventh Avenue North on Riverside Avenue in the City of Sartell, County of Stearns, State of Minnesota. After approximately one block the suspect male had not pulled over and Officer Eck activated his emergency siren. The male continued southbound on Riverside Avenue for approximately two blocks while accelerating to at least 40 mph. Officer Eck then observed the male pass two vehicles that were travelling southbound on the shoulder in the designated bicycle lane.
The male then quickly turned westbound onto Seventh Street North. Officer Eck was just about to deactivate his lights and siren for public safety when he observed the dirt bike on its side at the entrance to the alleyway on Seventh Street North between Riverside Avenue North and First Street North in the City of Sartell, County of Stearns, State of Minnesota. Officer Eck observed the suspect male to be standing by the dirt bike and that he was covered in mud. Officer Eck ordered the male to stop and placed him under arrest.
While he was being handcuffed, the male claimed he was not running and was trying to "turn over". The male also acknowledged that he had observed the officer behind him and that he was attempting to downshift the bike and stop. Officer Eck identified the male by his Minnesota Driver's License as Daniel James Stanley, [DOB REDACTED], the defendant herein. Officer Eck learned the defendant had recently purchased the dirt bike and that he had been travelling home on it from his friend's residence on Twelfth Street North.
Officer Eck detected a strong odor of gasoline coming from the defendant's person. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 31st day of October, 2025, in the City of Sartell, County of Stearns, State of Minnesota, committed the offenses described herein.
