The Complainant having reviewed the applicable reports believes the following facts to be true: On November 15, 2025, at approximately 5:52 AM, officers with the St. Paul Police Department responded to a residence on Jessie Street in the City of St. Paul, Ramsey County, on a report of a possible domestic assault. Upon arrival, officers made contact with T. L. H., who told officers that FERNANDO JEROME TURNER [DOB REDACTED], Defendant herein, had been at her residence harassing her. T. L. H. And Defendant were previously involved in a romantic relationship that lasted approximately 10 years.
The two also lived together. In August 2025, that relationship came to an end. T. L. H. Reported that Defendant had been emotionally and verbally abusive during the relationship. When the relationship ended, Defendant began coming to her home and engaging in harassing behavior. T. L. H.’s lease was up, so T. L. H. Decided not to renew her lease and moved to a new residence that Defendant did not know about. Eventually, Defendant was able to find T. L. H.’s new residence. He then began showing up at that residence.
He was able to get into the building and continue attempting to make unwanted contact. These contacts included Defendant attempting to get back together with T. L. H. Despite T. L. H. Having no desire to do so, as well as Defendant telling T. L. H. That he would commit suicide by cop if she ever called law enforcement on him. The ongoing behavior caused T. L. H. To break her lease at that apartment in early November and moved to the Jessie Street residence. On the morning in question, Defendant called T. L. H. At 4:40 AM and asked her “What, did you move?” as well as where her car was.
T. L. H. Quickly said she was at her mother’s and hung up the telephone after realizing the call was from Defendant. Defendant then proceeded to call T. L. H. 46 more times in a short time span. At approximately 5:00 AM, T. L. H. Started hearing rocks being thrown at her windows and saw Defendant through the window. T. L. H. Continued to see Defendant circling her home, throw rocks, tap on windows, and shine a flashlight through her windows until officers arrived approximately 52 minutes later. At that time, he took off.
It should be noted that officers did observe Defendant’s vehicle leaving the area through an alleyway upon their arrival. They were able to conduct a traffic stop several blocks away and located Defendant as the sole occupant. Officers observed damaged window mesh at the front of the address. Officers also observed during their interaction with T. L. H. That she was continually looking around as if she was scared someone was going to appear or return. Due to Defendant’s behaviors, T. L. H. Has had difficulty concentrating on tasks as she is constantly paranoid and worried Defendant will find her, has had to move repeatedly, has lost sleep and appetite, has had thoughts of committing suicide, and has started seeing a therapist.
